Boards and Commissions

We are always looking for citizens to participate in these various boards and commissions as vacancies occur. It's a great way to be involved in your community. Members of the boards and commissions must be qualified voters of the borough and remain residents of the borough while in office. Civic-minded individuals who wish to contribute some of their time in support of local government are invited to apply.

• Air Pollution Control Commission
  Established by ordinance under Chapter 2.48 to develop comprehensive plans for the prevention, abatement, and control of air pollution in the borough. The commission consists of seven voting members and is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Animal Control Commission
  Established by ordinance under Chapter 2.38 to review the Animal Control Program and to conduct animal bite hearings. They are supported by the Animal Control Division. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

  Established by ordinance under Chapter 3.24 to hear appeals of property tax assessments. This board falls under State Law and does not need to be reauthorized.

  • Meetings - between April 1 and May 15, following mailing of current year assessments. If you are appealing your assessment, you will have to go to the Assessing Department to file an appeal. Call 459-1429 or email to kkibbee@co.fairbanks.ak.us for any questions.
• Carlson Center Advisory Board
  Established by ordinance under Chapter 2.65 to review and monitor the operation of the John A. Carlson Community Center and make recommendations to the mayor and the assembly concerning the mission and goals of the center and the various policies for implementation of these goals. The board shall also serve as a focal point for public comment and involvement concerning the operation of this publicly owned facility. It is supported administratively by the Parks and Recreation Department. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Chena Riverfront Commission
  Established by ordinance under Chapter 2.37 to develop appropriate plans for riverfront development of the Chena River, the Commission is supported administratively by the Community Planning Department.  This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Early Childhood Development Commission
  Established by ordinance under Ordinance 2000-017, and administratively supported by the Child Care Assistance Division, the Early Childhood Development Commission seeks to educate and advocate on issues relating to early childhood development. This commission falls under State Law and does not need to be reauthorized.

• Economic Development Commission
  Established by ordinance under Chapter 2.75  to actively promote, foster and coordinate public and private initiatives that create or increase profitable employment opportunities which improve our community's standard of living, quality of life, and the sustainability of our diverse urban and rural life styles. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2010.

• Health and Social Services Commission
  Established by ordinance under Chapter 2.67, in part, to establish priorities and make allocations among services funded under state of Alaska human services community matching grants and to identify the health and social goals and needs of the community and to stimulate coordination and maximum use of existing and planned facilities, services and human resources to meet these identified community needs. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Historic Preservation
  Established by ordinance under Chapter 2.64 to prepare and maintain an inventory of historical structures and sites in the borough, develop and maintain a local historical preservation plan, make recommendations on local projects affecting historic preservation, and review area nominations to the National Register of Historic Places. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Investment Advisory Committee
  Established by ordinance under Chapter 3.04 to review the quarterly investment reports and make recommendations and suggestions to the mayor and the assembly for the conduct and improvement of the borough investment program. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Land Management Advisory Commission
  Established by ordinance under Ordinance 2000-23, and administratively supported by the Land Management Department, the Land Management Advisory Commission is charged with advising the Mayor and Land Management Department on long term land management issues, reviewing land management policies and procedures and recommending any changes. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Landscape Review Board
  Established by Ordinance 2007-04, adding a new section to Chapter 18.48 to provide for a special landscape area overlay zone, amending 18.54.060 zoning permit requirements to include landscaping, and amending 1.04.050 to add a violation of the zoning permit and landscaping requirements to the fine schedule.

• Library Commission
  Established by ordinance under Chapter 2.32 to prepare and submit to the borough mayor a recommended budget for the Fairbanks North Star Borough public library expendable trust fund; hear appeals of the decisions of the library's selection committee on requests for reconsideration of materials; and make recommendations to the mayor regarding library policies. Also working in support of our libraries are the Library Foundation and the Noel Wien Library Support Group. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Parks and Recreation Commission
  Established by ordinance under Chapter 2.36 to review the parks and recreation facilities of the borough and make recommendations, assist in the preparation of a comprehensive parks and recreation plan and the annual budget, and make recommendations from applications for names of parks and park facilities and placement of memorials and plaques. It is supported administratively by the Parks and Recreation Department. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Planning Commission
  Established by ordinance under Chapter 2.40 to prepare and recommend to the assembly appropriate policies, plans and ordinances for the implementation of the municipal planning, official map, comprehensive plan and zoning functions, act as an appeals body of decisions of the Platting Board, and act upon requests for exceptions to the zoning code Title 18. Supported by the Community Planning Department, this is the most active of all the boards and commissions at the borough, generally meeting twice each month.

• Platting Board
  Established by ordinance under Chapter 2.39, within Title 17, to approve, disapprove or return for modification or correction subdivisions, plats and replats; approve or disapprove dedications and vacations; impose special standards and restrictions, and make recommendations for changes to the platting code Title 17 to the Borough Assembly. Supported by the Community Planning Department, it is also a very active board, meeting once or twice monthly.

• Recycling Commission
  Established by Ordinance 2009-39 amending FNSB Chapter 8.12 concerning the Recycling Program and reestablishing or continuing the Recycling Commission, exempting recycling contracts from Title 16, and amending the FY 2009-10 budget  by appropriating $65,000 from the General Fund to the Solid Waste Disposal Project Fund for Recycling.

• Road Service Revolving Loan Fund Board
  Established by ordinance under Chapter 2.95,to assist in the administration of the Road Service Revolving Loan Fund and to process and recommend for approval loan applications from the road service areas. The Board shall be governed by Chapter 2.21 except as provided in this Chapter. The Board shall be composed of five board members and two alternates appointed by the mayor and confirmed by the assembly. It is supported administratively by the Financial Services Department.

  Established by ordinance under Chapter 2.22, to advise the assembly as to appropriate compensation, including salaries, benefits and allowances, if any, of elected officials.

• Senior Citizens Advisory Commission
  Established by ordinance under Chapter 2.70, to advise the mayor and the assembly with respect to aspects which bear upon the welfare of senior citizens, and to develop and provide information to help senior citizens with resources available to them within the borough. It is supported administratively by the Parks and Recreation Department. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Trails Advisory Commission
  Established by ordinance under Chapter 2.62 to be the advisory body to borough government on matters relating to trails within the borough, especially relating to the comprehensive recreational trails plan, a component of the Comprehensive Plan of the Fairbanks North Star Borough. This commission replaces the duties of the Parks and Recreation Commission in regard to trails and the borough trail system. It is supported administratively by the Parks and Recreation Department. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Transportation Advisory Commission
  Established by ordinance under Chapter 2.56 to maintain a continuous review of the public transportation system of the borough and all its aspects including rate structures, route extensions and changes, and make recommendations to the borough mayor and the transportation director concerning present and future needs. It is supported administratively by the Transportation Department. This commission is up for reauthorization every six years, by ordinance. This commission was reauthorized in 2006.

• Youth Commission
  Established by ordinance 2002-63 a to serve as a representative body or link between the Fairbanks North Star Borough Assembly to the youth of our community. This body is tasked to both listen and hear from the youth in the Fairbanks North Star Borough community and represent their voice to the Fairbanks North Star Borough Assembly.
  The Youth Assembly was codified in 2002 and reports to the Borough Assembly. In 2006 the name was formally changed to the Youth Commission in order to better reflect their goals of supporting youth in the Fairbanks North Star Borough community. The Youth Commission provides a forum for youth perspective in local government and on community issues as well as a way for area teens to help improve their community. The Youth Commission is comprised of 9 members (and alternate youth seats for mentoring), 9 teachers and advisors, (one from each system) and 3 non-voting adult partners.
