Structural Overview

The Fairbanks North Star Borough is classified as a second-class borough. Its inherent powers include the mandatory areawide responsibilities of taxation and assessment, education, and planning and zoning. Since the Borough’s establishment in 1964, citizens have voted to assume the additional areawide responsibilities of flood control, animal control, library, parks and recreation and public transportation. The Personnel Division provides human resources support to all Borough departments and ensures equal employment opportunity in all employment-related activities to individuals within the Borough.

The Fairbanks North Star Borough School District maintains its own Personnel Department, which is responsible for all employment - related activities for the School District.

Application Information for Potential Fairbanks North Star Borough Employees

Applications should be legible and as free of grammatical and typing errors as possible. Cover letters and resumes should enhance the application and describe the candidate’s knowledge and skills relevant to the position for which the person is applying. A good cover letter will be tailored to the minimum qualifications section of the job vacancy announcement.

Screening applications is generally a three or four stage process in which all screening criteria are taken directly from the job vacancy announcement. The first stage screens for primary job requirements and ensures that all paperwork is submitted and the application is signed. The second stage generally rates the applicants’ minimum qualifications and is based upon criteria from the job vacancy announcement. APPLICATIONS ARE REVIEWED TO ENSURE THAT (ALL MINIMUM REQUIREMENTS ARE MET). These two stages of screening are based only on paperwork submitted by the applicants. Applicants need to make sure they submit all required documents and that those documents are comprehensive, and give detailed information on qualifications as well as work experience. For some positions, a knowledge/skills test may be given prior to interviews. Interviews comprise the final stage(s) of screening. An applicant will usually be interviewed by the person with hiring authority and up to two or three other members of an interview committee. Reference checks are usually conducted on all interviewed applicants.

All applicants can expect written communication during the hiring process to keep them informed of the recruitment status. Once a position is filled, notification of hire will be sent to all applicants who competed for the position.

Fairbanks North Star Borough Job Types

Regular Positions are positions that do not have a specific terminal date, are included as a part of the annual operating budget and are considered part of the regular staffing component.

Term-permanent Positions are positions funded for more than (six) 6 months, but less than two (2) years, with a projected terminal date, which may be adjusted according to funding limitations or completion of work.

Casual Positions are positions that will not exceed nine hundred (900) hours in one (1) calendar year.

Extraboard Positions are substitute positions for a regular employee.  They are on-call and used for fill-ins as needed.  Extraboards are not eligible for PERS, (State of Alaska Public Employees Retirement System) or holidays, however, they are eligible to accrue leave.  See Article 1, Section 2, Number 9 in the "Laborers 942 Contract" for more detailed description.

Regular and term-permanent positions are eligible for holiday pay, leave with pay, retirement, and medical, hospitalization, life and accident insurance benefits. Casual employees are not eligible for these benefits.
