Project Summary                        

 

This project’s goal is to eventually return this property to productive use and the FNSB’s tax rolls by offering the site in the annual tax foreclosure sale.

 

Steps to achieve this goal include:

 

1.         Hiring a consulting firm through the request for proposal process to complete a Phase II Environmental Site Assessment (ESA) and formulate a Corrective Action Plan. 

 

2.         The Phase II ESA will evaluate the levels of contamination in the ground surface, subsurface and groundwater.  These findings will be the basis for the Corrective Action Plan.

 

3.         The Corrective Action Plan report will identify the contaminants, any associated health or environment risks, and make recommendations on the type of clean-up or remediation actions.

 

4.         A Prospective Purchaser Agreement (PPA) will be drafted, in conjunction with the Alaska Department of Environmental Conservation (ADEC), incorporating the recommendations of the Corrective Action Plan.  This PPA will outline the clean-up requirements and any land use restrictions.  This will allow a prospective bidder / purchaser at a tax foreclosure sale to quantify their risks and liabilities and clean-up responsibilities prior to bidding. 

 

5.         The Borough plans to offer the property at an annual tax foreclosure sale.
