The Fairbanks North Star Borough Vehicle Inspection and Maintenance Program Waiver Form is used for Seasonal Waivers and Out Of State Waivers. SEASONAL WAIVERS / SENIORS / OUT OF STATE WAIVERS: The form must be filled out completely and vehicle owners' signatures notarized. If there is more than one vehicle owner listed on the registration, each signature must be notarized. There is a $23.00 fee for each seasonal/out of state waiver issued. There is no charge for senior citizens at least 65 years of age who have a senior citizen's exemption on the vehicle registration that is being renewed. Checks should be payable to the Fairbanks North Star Borough (FNSB) and can be mailed to: I/M Administration Office, Fairbanks North Star Borough, 3175 Peger Road, Fairbanks, AK 99709, or brought to 3175 Peger Road, Fairbanks, Alaska.   Do not include your registration renewal fee on checks payable to the FNSB. Upon receipt of the Waiver Form and payment in our office, if eligible, we will issue a Seasonal Certificate of Waiver. This waiver should accompany your registration renewal form and check or money order, made out to the State of Alaska, and mailed to: State of Alaska, Department of Administration, Division of Motor Vehicles, 1300 W. Benson Boulevard, Suite 200, Anchorage, AK 99503-3600. At that time DMV will issue updated vehicle registration and seasonal tags. Upon request, if you are currently out of state, and have included your vehicle registration card (from DMV) and your check or money order (made out to State of Alaska or DMV), your waiver may be issued, and all information will be forwarded to DMV for issuance of new tags.
