The Assembly is comprised of nine officials, elected on an at-large basis for staggered three year terms. This means that all nine, no matter where they reside, represent the entire borough population. This body deliberates on subjects of interest or impact upon local residents. In addition, the Assembly establishes committees to review and recommend various options for formal consideration.
The Assembly is the elected legislative body of the Fairbanks North Star Borough, established by ordinance under Title 3. The Assembly approves the budget, sets the mill rate for taxation, and appropriates funds to provide for Borough services. Through laws passed, the Assembly establishes policy statements which are then executed through the administration.
A representative from the City of Fairbanks, City of North Pole and School Board Council is selected in a manner provided by the city and school board whom they represent and shall serve a term as provided by the city and school board. The representatives keep their respective councils and board informed of issues before the Assembly and inform the Assembly of issues that are before them. A delegate may participate in all deliberations on matters of the borough assembly; however, they are not permitted to vote on any question before the Assembly. The presiding officer may seat a city or school board delegate on any assembly committee. They are served administratively by the Office of the Borough Clerk.
