Analysis of Brownfields Cleanup Alternatives (ABCA) RESULTS and Final Cleanup Plan

The public comment period for the Analysis of Brownfields Cleanup Alternatives for the former City of Fairbanks Landfill located at 1980 Second Avenue, Fairbanks, Alaska has concluded.  No substantial public comments or concerns were received.

The Fairbanks North Star Borough has determined that Alternative #6, improvements to the existing recreational facilities, best serves the community needs, meets the project goals of redevelopment of site, and reduces risks to human health and the environment.  Project and ABCA presentations were presented at two public meetings:  The March 30, 2011, Land Management Advisory Commission meeting and the April 6, 2011, Parks and Recreation Advisory Commission meeting.  Both commissions recommended Alternative #6 as the preferred alternative. 

As a result of this analysis, the Final Cleanup Plan for this site will incorporate Alternative #6.  This Alternative’s improvement areas are prioritized as follows and will be constructed as funding allows:

1.  A recycled asphalt product (RAP) access road from Wilbur Street/Carlson Center parking lot to area north of ARCO ball field;

2.  Additional Carlson Center parking lot constructed with RAP;

3.  Multiuse turf area north of the existing Carlson Center parking lot (for special events, practice area for football, soccer, etc.); and

4.  Construct a RAP parking area north of ARCO ball field.
