EPA BROWNFIELDS
ASSESSMENT GRANT

In January 2006, the Fairbanks North Star Borough (FNSB) Assembly accepted award of an EPA Brownfields Assessment Grant for $200,000 to complete a Phase II Environmental Site Assessment and Corrective Action Plan on the former City of Fairbanks Landfill.

The former Landfill is located at 1980 Second Avenue, Fairbanks, Alaska adjacent to the Chena River.

The site was an unregulated, unlined landfill that operated from 1951 to 1965, and was primarily filled with municipal refuse, building materials, scrap metal, junk automobiles, household goods, and 15-20 drums of solidified tar.

The 42.67 acre parcel has partially been redeveloped as a couple of adult baseball fields, a parking lot to support the Carlson Center, a pedestrian path and a snow dump for the City of Fairbanks.

THE CHENA RIVERBEND PROJECT: The site to be assessed is part of a larger project referred to as the Chena Riverbend Project. This conceptual plan to promote economic development within the FNSB seeks to redevelop 101 acres of Borough owned property into a community centerpiece highlighting the Chena River. The overall goals of the project are to enhance existing facilities, expand tourism opportunities and promote the local economy. The project includes a new State of Alaska sport fish hatchery, tennis facilities, park and ballfields, greenspace and a riverwalk, with the potential for a new hotel, shops/office space, apartments, senior home, jobs for tourism and the fishing industry.

This Brownfields Assessment Grant will assist the FNSB in realizing the overall goals of the Chena Riverbend Project, while identifying the necessity, if any, of remediation.
