Boards & Commissions

The Fairbanks North Star Borough (FNSB) has a number of boards and commissions that act to advise and direct various activities of our local government. They are established by the Fairbanks North Star Borough Code of Ordinances, specifically the section on Boards and Commissions. Once established, generally, the Mayor appoints and the Assembly confirms new members and re-appointments.


We are always looking for citizens to participate in these various boards and commissions as vacancies occur. It is a great way to be involved in your community. Members of the boards and commissions must be qualified voters of the borough and remain residents of the borough while in office. Civic-minded individuals who wish to contribute some of their time in support of local government are invited to apply.

The Juanita Helms Administration Center (JHAC), including the assembly chambers, is closed to the public at this time.

To comply with Governor Dunleavy's mandates the following procedures are in place to allow citizens to continue listening to meetings, to participate in meetings by submitting written comments and to testify telephonically. Thank you for your diligence in complying with these mandates and for your patience as we navigate new procedures.

How to Listen to Animal Control Commission Meetings

How to Obtain Agendas

Agendas are available online at least five working days prior to a meeting.

How to Provide Testimony

Written Testimony
Members of the public wishing to provide comments on items not on the agenda may do so by emailing your comments to Sandra Hill.

What to Expect When Testifying During Citizens Comments
Citizens comments will be heard from citizens in the order in which they have signed up. The Clerk will call those citizens who have signed up to testify at the phone number provided when it is your turn to speak. Please note: If you do not answer the phone we will move to the next person on the list.

Once you are placed into the meeting the Chair will ask that you state your name, spell your last name, and provide your neighborhood or place of residence for the record, then you will have 3 minutes to comment. A few helpful hints when participating telephonically: 

  • Use a land line and avoid speakerphone, if possible
  • Speak clearly and loudly
  • Ensure a quiet background environment
  • Wait to be called on by the Chair
